Happy New Year from the Clarion

Attached (see below) are the provisional motions to conference for sections to consider, or to propose amendments to. We are sending you the same documents in the post tomorrow. Please return any amendments to get to the address below by the 6th of February.

Ideally you will have the opportunity to discuss these motions at your section's AGM (or comittee
meeting at the least). Given that you may only have one AGM between now and Easter, I suggest
that you ask your members to vote on how you would like to vote for or against each of these motions.
Sections will also need to nominate a delegate for conference (Easter April 11th) and mandate them
how to represent the wishes of your section.

Final conference agenda will be sent out towards the end of February or Early March and will include
nominated officers.

Dear Section Secretary

Please find enclosed the current motions to conference proposed by National Committee and a couple of Sections.

Only amendments to these motions are permissible
If you wish to propose amendments to these motions, please send them to the above address to arrive
no later than the 6th of February in order for committee and the standing orders secretary to review them
(on the 7th) prior to conference.

Nominations for the Tom Groom Trophy (most meritorious service to the Clarion by a section) plus clubman,
clubwoman and most meritorious Junior awards can still be proposed, please send nominations for
consideration by committee before the 6th of February.

Motions to conference (provisional)

(these motions are subject to approval by NCCC committee and standing orders vers 1)

a. Motion to conference (by Nat' Comm'):

That conference authorises the National Committee to increase subscriptions by a maximum
of £1 or 10% on the condition that liquid funds drop below £4,500.

Amendment by Bury Section:
Amendment : The minute to be reviewed each conference.

b. Motion to conference (by Nat' Comm') Replace rule 9.4 with:

There are three classes of records for both males and females:

i) All comers (any age)
ii) Junior (18 and under) age related records
iii) Veteran (40 and over) age related records

For age related records to qualify, in the case of juniors a faster time must not already exist
for a younger aged rider. In the case of veterans, a faster time must not already exist for an older rider.

A member wishing to claim a Clarion record shall satisfy the following requirements:

i) Claimants must be paid up members of the National Clarion Cycling Club at the time of the record/event.
ii) For time trials, Open or Association Events * only to count. For track events, approved British Cycling
Events only to count.
iii) Claims shall be supported with a copy of the official result sheet or other appropriate document.
iv) Claims for Clarion records should be submitted to the Racing Secretary as soon as possible. For the
avoidance of doubt this should be taken to mean not later than the end of the year in which the record was
broken. In exceptional cases, including those where a new class of record is to be established, the National
Committee will consider at their discretion, retrospective claims for records on the proviso that all of the
previous conditions have been met.

All record breakers shall be presented with a certificate at the following Annual (Easter) Meet.

Note * Association Event may include National Clarion events run as Type B events as defined in CTT
Regulations. For such events to qualify, both the course and timekeeper(s) must be CTT approved and
an official start & result sheet produced.

c. Motion to conference (by Nat' Comm') new rule 4.8:

Committee shall reserve the right to refuse membership applications at their discretion without
having to state a reason.

Amendment by Stockport Section: Amend to read:
Committee shall reserve the right to refuse membership applications at their discretion and
shall state a reason for refusal to that applicant.

d. Motion to conference (by Nat' Comm') change rule 6.5:

Card votes at Conference shall be on the basis of one vote for each full member of a Section,
based on the number of full members in that Section a clear fourteen days before Conference.

e. Motion to conference (by Bury Section) change rule 4.4:

'…save that subscriptions paid by new members on or after 1st October shall remain
valid for membership until 31st December of the following year…'
Amend to read:
'…save that subscriptions paid by new members on or after 1st September shall remain valid for
membership until 31st December of the following year…'


f. Motion to conference (by Bury Section) change rule 4.2

Re-number current rule 4. 2 iii - to Rule 4.2 iv then new subsection.
New Subsection Rule 4.2. (iii) Young: under 18 at time of joining. A Young member does not to
pay the National Subscription and they will not be included in a section's block voting strength
nor can they vote at conference on any issue where the block vote does not apply. A young member
qualifies for a membership card, all championships and other awards but is not entitled to be on the
mailing list for Boots & Spurs.

Secretary's note: this would effectively mean two types of U18 membership; Junior (paid) 4.2 ii and
Young (free) 4.2 iii, both would be members but Young (free) would have limited benefits.

g (a). Motion to conference (by Fenland Section) new rule 4.8 or 4.9:

New rule 4.8 or 4.9
All members of Clarion sections shall be National Clarion members and shall pay the prevailing
national membership fee in addition to their local section membership fee.

Secretary's note: for the above motion to be carried, Fenland are in effect proposing an extra motion to conference which is the underlined part of the following statement:

Note:
We (the Fenland section) feel that if you join the Clarion (or one of it's sections), you are a Clarion
member and should therefore pay the necessary fee. There should be no opting out. If you don't want
to be in the Clarion, then don't join a Clarion club. That may sound a bit strong and of course we need to
continue to encourage all section members to take part in national activities and enjoy the camaraderie
that there is between all our members.
We realise that at the moment, some sections have members who don't pay the national membership,
therefore we suggest that any section members whose membership has lapsed during the last 2 years,
shall be given free membership for 2009, extending the fellowship and benefits of National Clarion
membership.
From 2010 onwards all section members will also be required to pay the national membership fee.
Of course the upside is that the National Clarion will have a larger membership, the downside to
such a proposal is that we may possibly lose some sections, but hopefully no members. Those
who still choose not to be members of the national club, will not be lost in any case.

g (b). Motion to conference (by Fenland) taken with New Rule above

Any section members whose membership has lapsed during the last 2 years, shall be given
free membership for 2009.

STANDING ORDERS

National Clarion Cycling Club (hereinafter referred to as NCCC) General Meeting Procedures

These procedures have been drawn up in an attempt to bring together all the sources of guidance
regarding Annual Conference: the preparatory stages, the meeting itself, dissemination of Conference
decisions, and the bringing into action of the decisions reached.

Several sources have been consulted. They include:
· NCCC Constitution and Rules, dated 7 April 2007
· NCCC Standing Orders for Annual Conference (undated)
· NCCC Annual Conference Agenda 2007
· Citrine's ABC of Chairmanship (Cannell & Citrine, London 1982)
· The Co-operative Group General Meeting Procedures (2007), Rule Book (2004),
Regional Regulations (2003)
· The Co-operative Party Rule Book and Guidance (2007)
· Standing Orders of Upper Beeding Parish Council (2006)
· The Right Way to conduct Meetings, Conferences and Discussions (Taylor and Mears, London 1994)

Wherever possible, these procedures are taken directly from the NCCC Rule Book and the NCCC
Standing Orders for National Conference. New material has been introduced for those aspects of
conduct of meetings which either the current (undated) Standing Orders do not mention or have
become custom and practice not automatically known by more recent attendees to Annual Conference.

DEFINITIONS

'Card Vote' means a vote according to the level of paid-up membership of each Section, in accordance
with Rule 6.5. The voting card for a Section shall be held by a person duly nominated by that Section.

'Chair of Conference' means the person presiding over the Annual General Meeting of NCCC.

'Citrine' means the book 'The ABC of Chairmanship', 1982 edition. Should further guidance be
necessary as to the order of business, then the procedures in Citrine shall be followed.

'Conference' is the Annual General Meeting of the NCCC.

'Delegate' means any current member as defined by Rules 4.1, 4.2, 4.3, 4.4, 4.5 and 4.6 who
is present at Conference.

'Delegate Vote' means a vote by delegates as defined above. It will be by show of hands of those
present in the Conference or, by ruling of the Chair of Conference or a request from four delegates,
by a ballot.

'Motion' means any proposal put forward for debate at a meeting.

'Resolution' means a proposal which has been adopted (a motion which has been debated, voted on
and been carried - or resolved) by a meeting. A resolution of a Section, if presented to the higher body
of Conference, ceases to be the property of the Section and becomes a motion to Conference.

PROCEDURES BY RULE

The following are the parts of the Constitution and Rules of NCCC which make reference to Conference.

· Rule 5.1 Election of Officers Officers will be elected annually at the Annual Conference. All officers
will retire each year but will be eligible for re-appointment. The officers of The Clarion will be: Chair of
NCCC, President, Vice President, Secretary, Treasurer, Minute Secretary, Racing Secretary, Easter

Meet Secretary, Standing Orders Secretary, and Membership Secretary.

· Rule 5.2 Composition of Committee The Committee shall consist of all officers plus two members
elected at the Annual Conference.

· Rule 6.1 Timing The Conference shall be held during the Annual Meet.

· Rule 6.2 Notice of Motions to Annual Conference Forms for notices of motions and nominations of
officers and committee members shall be sent to Sections six (6) months before the date of the Annual
Conference and shall be returned to The Clarion Secretary not later than four (4) months before the date
of the said conference.

· Rule 6.3 Report and Balance Sheet The Secretary's Annual Report and The Clarion Balance Sheet
shall be sent to Sections and members of the Committee together with the Conference Agenda one
clear month prior to the date of Conference.

· Rule 6.4 Examination of Accounts The accounts of the Club shall be audited by two Auditors
appointed each year by Conference.

· Rule 6.5 Card votes at Conference Card Votes shall be on the basis of one vote for each full
member of a Section, based on the number of full members in that Section a clear seven days
before Conference.

· Rule 6.6 Voting Majorities Alterations to the Constitution and Rules shall require a majority of
two thirds of the total number of [card] votes cast by Sections at the Annual Conference [Rule 6.6].

· Rule 6.7 Minutes of the Conference They shall be circulated to Sections as soon as possible after
the Conference, and within two months at the latest. Resolutions passed by Conference shall take
effect as soon as this has been done.

· Rule 6.8 Current Constitution and Rules A copy of the up-to-date Constitution and Rules
(or notification of the date of those last issued, if unamended) together with details of Officers
and Section Secretaries addresses shall be sent to all Sections within two months of Conference.

PROCEDURES BY STANDING ORDER

The following Standing Orders are subsidiary to the Rules and Constitution of NCCC; and in the event
of inconsistency, the rules shall apply.

1. Eligibility to Attend All members of NCCC [as defined by Rules 4.1, 4.2, 4.3, 4.4, 4.5 and 4.6].

2. Acceptance of Motions This shall be at the discretion of the Committee which may reject any
motion or amendment which they consider is against the good name or interests of the NCCC or
fellow members. [Extension of Rule 4.6]

3. Subject of Motions Where Annual Conference has by resolution made a declaration of general policy
or principle, no motion concerning such policy or principle shall be admitted to the agenda for a period
of two years, excepting circumstances which, in the opinion of the Committee, is of vital importance
and urgency.

4. Quorum Delegates from Four (4) Sections will form a quorum for Conference. If within half-an-hour
of the time appointed for the meeting to commence, a quorum is not present, the meeting shall stand
adjourned. [Extension of Rule 5.3]

5. Tellers Two tellers shall be elected by delegates.

6. Order of Business An agenda shall be prepared by the Chair and Secretary. All items thereon
shall take precedence over all other business. Any member wishing to introduce further business
for the consideration of Conference shall inform the Chair or Secretary prior to the meeting. The
Conference shall open with the election of a Chair, who shall immediately take up the duties of office.

7. Standing Orders Secretary's Report Immediately after the Chair's address, the Standing Orders
Secretary shall submit to the Conference a report on the order and procedures of business. Delegates
present shall vote on adoption of these Procedures; a two-thirds majority on a card vote being needed.
The Standing Orders Secretary shall govern the procedure of business of the Conference.

8. Chairing the Conference The Chair of NCCC shall normally act as Chair of Conference. In the absence
of the Chair of NCCC, Conference delegates shall elect one of their number to act as Chair of Conference.

9. Minutes The minutes of the previous Conference shall be circulated with the agenda. No motion or
discussion shall be allowed on the minutes except in regard to their accuracy. After the confirmation
of the minutes, they shall be signed by the Chair, and the delegates shall then be at liberty to ask any
questions in regard to matters arising out of them. Such questions shall be allowed for purposes of
information only, and no debate on the policy outlined in the minutes shall take place.

10. Election of Officers Nominations for office shall be made in advance in accordance with Rule 6.2.
In the absence of sufficient valid prior nominations, delegates present at Conference may propose and
second candidates for office. Additionally, there shall be two (2) Committee members elected at the
Conference. All elections shall be conducted by Card Vote.

PROCEDURES BY STANDING ORDER (CONTINUED)


11. Motions All motions on the agenda shall be moved by a delegate from the Section in whose name
the motion stands (or by a member of the Committee in the case of a Committee motion). In the
absence of a Section delegate, and provided an apology has been received, any other delegate may
move the motion, subject to the approval of Conference. All motions need to be seconded; and that
must be by a delegate from a different Section to that of the proposer.

12. Amendments to Motions Further amendments to motions on the agenda shall be admitted for
debate, provided that Conference agrees. The conventional order of debate of motions and amendments,
as in Citrine, shall be followed.

13. Speaking No person shall speak more than once on any motion, except that the mover of a motion
or an amendment shall have the right to reply. The mover of an amendment shall reply first, and no
person shall speak from the floor after the mover of a motion has replied to the debate; in replying,
they shall not introduce any new matter into the debate.

14. Length of Speeches Speeches are limited to five (5) minutes, except with the permission of the
Chair. The Chair may call attention to continued irrelevance, tediousness, repetition or any breach of
order on the part of a delegate, and may direct such delegate to discontinue speaking.

15. Closure of Debate "That the question be now put" may be moved on any business before the
Conference, and, if seconded, shall at once be put to the vote without any discussion, unless it
shall appear to the Chair that such a motion is an abuse of the General Procedures, or an
infringement of the rights of delegates. If the question be decided in the affirmative, the question
before the meeting shall immediately be put and decided without further debate.

16. Voting Majorities Motions on the Agenda not to alter the Constitution and Rules shall be
passed on a simple majority on a card vote.

17. Voting on other matters Matters not specifically mentioned elsewhere in these procedures
will be decided by a delegate vote. They will be decided by a simple majority of the votes cast.

18. Duties and Ruling of the Chair The ruling of the Chair on all questions of order and conduct of
delegates, and matters arising in debate at all meetings, shall be final and shall not be open for
discussion. Whenever the Chair rises during a debate, or when a question of order is raised, any
delegate then speaking, or offering to speak, must immediately be seated.

19. Casting Vote The chair may use a second or casting vote in the case of an equal number of
votes for or against the motion. He may not use his casting vote to overturn the status quo
[Rule 5.5 extended to Annual Conference].

20. Validity of Standing Orders Standing Orders shall come into effect immediately upon adoption.
They shall remain in force for all subsequent Conferences until duly amended. Any Standing
Order may be suspended by a two-thirds majority card vote by the delegates present.

NATIONAL CLARION CYCLING CLUB

CONSTITUTION & RULES (Version 16.1 ~ March 22nd 2008)

1. NAME

1.1 The Club shall be known as The National Clarion Cycling Club, herein after referred to as the Clarion.
1.2 The official motto or slogan of The Clarion shall be "Fellowship is Life".

2. OBJECTS

2.1 The Clarion's objects shall be: To protect and further the interests of cycling and cyclists. To promote
Mutual Aid, Good Fellowship and support for the Principles of Socialism.

3. ORGANISATION

3.1 The Clarion shall consist of local sections whose names reflect they belong to the National Clarion
Cycling Club and a relevant geographic location.
3.2 The Central Section shall consist of any individual members of The Clarion who do not belong to any
local Section.
3.3 If a Section becomes inactive all paid-up members may become members of the Central Section until
their membership expires.
3.4 Sections wishing to change their name must seek approval from National Committee. In the event
that National Committee does not grant approval the section may request appeal at conference to overrule
committee. The section shall not change its name until approval is received in writing.

4. MEMBERSHIP

4.1 The annual subscription to be paid to The Clarion by members shall be fixed by conference.
Local Sections may fix an additional annual subscription at their discretion.
4.2 Membership categories shall be:-
i. Seniors: 18 years or over at the time of payment.
ii. Juniors: under 18 years at the time of payment
iii. Life: members with at least 20 years continuous membership, on single payment of £20. 4.3
Honorary life membership may be conferred by decision of The Clarion Committee on a
Section's recommendation.
4.4 The Membership Secretary shall maintain an up to date record of membership. The Membership
Secretary shall inform the National Secretary of the membership of each Section seven clear days
before the Annual Conference. Membership shall cease on 31st December each year, save that
subscriptions paid by new members on or after 1st October shall remain valid for membership
until 31st December of the following year. Membership shall have deemed to have lapsed if not
renewed by the end of February each year .
4.5 Second claim members are permitted to join at the same fee as full members. Second claim
members may participate in all activities and races. Second claim members are eligible to compete
in the Clarion Points Competition in their first year. In the second year of membership second claim
members who have previously completed at least 4 events of the points competition are eligible to
compete for Clarion Championships. Otherwise second claim members have to wait until payment
of their third subscription before they qualify to compete for Clarion Championships.
4.6 Any member behaving in a manner against the good name or interests of the Club or fellow
members may be expelled by a general meeting of the Section or by Committee, subject to appeal to Conference.
4.7 Decisions relating to donations of any nature shall be at the discretion of national committee.

5. COMMITTEE & OFFICERS

5.1 The officers of The Clarion will be:

Vice President
Secretary
Treasurer
Minute Secretary
Racing Secretary
Easter Meet Secretary
Standing Orders Secretary
Membership Secretary
Officers will be elected annually at the Annual Conference.

5.3 The quorum for a Committee Meeting shall be 4, unless those present agree that business
should continue and minutes recorded.
5.4 Committee may appoint other such officers as they think desirable. These may include:- membership secretary, records secretary, team manager, team treasurer etc.
Voting Powers - all officers and committee members elected at conference are entitled to one vote each
at The Clarion Committee Meetings.
5.5 The chair may use a second or casting vote in the case of an equal number of votes for or against the
resolution. He may not use his casting vote to overturn the status quo.


6. CONFERENCE & ANNUAL MEET (see standing orders - NCCC standing orders vers 1)

6.1 The conference shall be held during the Annual Meet.
6.2 Forms for notices of motions and nominations of officers and committee members shall be sent to
Sections 6 months before the date of the Annual Conference and shall be returned to The Clarion
Secretary not later than 4 months before the date of the said conference.
6.3 The Secretary's Annual Report and The Clarion Balance Sheet shall be sent to Sections and
members of the Committee together with the Conference Agenda one clear month prior to the date
of Conference.
6.4 The accounts of the Club shall be audited by two Auditors appointed each year by Conference
6.5 Card votes at Conference shall be on the basis of one vote for each full member of a Section,
based on the number of full members in that Section a clear seven days before Conference.
6.6 Alterations to the Constitution and Rules shall require a majority of two thirds of the total
number of votes cast by Sections at the Annual Conference.
6.7 The Minutes of the Conference shall be circulated to Sections as soon as possible after the
Conference, and within two months at the latest. Resolutions passed by Conference shall take
effect as soon as this has been done.
6.8 A copy of the up-to-date Constitution and Rules (or notification of the date of those last issued, if
unamended) together with details of Officers and Section Secretaries addresses shall be sent to all
Sections within two months of Conference.

7. AWARDS

7.1 All trophies and awards for the preceding calendar year shall be presented at the Annual Meet.

8. NON RACING AWARDS

8.1 The Section, which, in the judgement of The Clarion Committee, has given the most meritorious
service to The Clarion shall be awarded the Tom Groom Memorial Trophy. Each Section may forward
to the Secretary by 31st December a report of its activities during that year.
8.2 The awards of Clubman, Clubwoman and Most Meritorious Junior Rider of the year. These awards
shall be judged by The Clarion Committee and the winners presented with trophies and medals.
Nominations from Committee, Sections or individual members may be forwarded to the Secretary
by 31st December
8.3 The Section whose members have aggregated the highest mileage cycled to the Annual Meet
shall be awarded the British Workers Sports Association Trophy, provided that all members
nominated in the claim have paid the Meet Levy and signed the Register.
8.4 The Brian Braithwaite Memorial Award shall be presented to the winner of the Photographic
Competition to be held at the Annual Meet.
8.5 The Neil Duckworth Memorial Trophy shall be awarded to the Section having the greatest number
of members at the Annual Meet, provided that they have all paid the meet levy and signed the register.

9. NATIONAL RACING CHAMPIONSHIP AND AWARDS

9.1 Details of members racing performances which maybe eligible for awards shall be forwarded to
the Racing Secretary. No claims received after the 31st December shall be valid.
9.2 Clarion event medals shall be awarded on the 'one rider, one prize' basis, other than for the
Team awards.
9.3 The Racing Secretary shall circulate a list of racing awards to be presented at the Annual Meet
to all Section Secretaries no later than the end of February.
9.4 Any member wishing to claim a Clarion record shall forward the relevant result sheet or other
appropriate document to the Racing Secretary.
There are three classes of records for both males and females:
i. Allcomers (any age)
ii. Junior (18 and under) age related records (unless a younger person holds a better record)
iii. Veteran (40 and over) age related records (unless an older person holds a better record).
All record-breakers shall be presented with a certificate at the following Annual Meet.
9.5 Additional medals may be awarded at the discretion of the National Committee.
9.6 The title 'Clarion Novice Champion' shall be awarded to the member who, in the opinion of the
National Committee, has shown the great improvement in competitive cycling over the past year.
The winner shall receive a medal. A Novice is one who has never won a prize (except a team prize)
prior to the current season in a competitive cycling event.
9.7 The Title Clarion Champion shall be awarded to the winner of the Clarion Points competition based
on their best four rides in designated Clarion events throughout the year. Points shall be awarded on
the following basis:
1st 50, 2nd 40, 3rd, 30, 4th 20, The last rider is awarded 5 points and thereafter one additional
point for every rider beaten. Riders starting but not finishing are awarded 2 points.
The Competition is open to second claim members in their first year of membership although
they are not permitted to be eligible for the title until compliant with rule 4.5.
Medals shall be awarded to the Champion, 2nd and 3rd placed riders, the first lady, first veteran
and the first junior.

10. TIME TRIALLING

10.1 The title '25 Mile Time Trial Champion' shall be awarded to the rider recording the fastest time
in the annual Clarion 25 mile time trial championship event. The winner shall receive The Kenneth
Humphries Memorial Angel Trophy and medal. Medals shall also be awarded to 2nd and 3rd fastest;
1st handicap place; fastest Veteran on 'standard'; fastest Junior.
The title 'Women's 25 mile Time Trial Champion' shall be awarded to the woman recording the fastest
time in the event. The winner shall receive the Rose Bowl and a medal. Medals shall also be awarded
to the 2nd and 3rd fastest women.
The fastest team of three shall receive the Kalkoff Trophy and medals.
The fastest tandem pair shall be awarded the Milsom Trophy and medals.
10.2
The Kenneth Humphries Memorial Time Trial shall be held at the Annual Meet. The Kenneth
Humphries Memorial Cup and medals shall be awarded to the winning Section team of two
or three subject to entries and type of event. Medals shall also be awarded to 1st individual,
1st on handicap and 1st woman.
10.3 The title of '10 Mile Time Trial Champion' shall be awarded to the rider recording the fastest
time in the annual Clarion 10 mile time trial championship event. The winner shall receive the
Alec Holliday Memorial Cup and medal. Medals shall also be awarded to 2nd and 3rd fastest;
1st handicap place; fastest Veteran on 'standard'; fastest Junior.
10.4 The Bert Brown Women's 10 Mile Time Trial shall be held in conjunction with the men's
10 mile time-trial championship. The trophy shall be awarded to the winning Section team of
two women, subject to there being at least two Clarion teams starting the event, the winners
shall receive medals. In the event of insufficient Clarion teams competing, the fastest woman
shall be awarded the trophy and a medal.

10.5
The title of 'Time Trial Champion' shall be awarded to the member with the highest average speed
in any one year in time trials of 25, 50 and 100 miles. The Champion shall be awarded the Vaughton
Trophy and a medal. The runner-up and third place rider shall be awarded medals. These
calculations to be in accordance with the BBAR
10.6 The title of 'Women's Time Trial Champion' shall be awarded to the woman member with
the highest average speed in any one year in time trials of 10, 25 and 50 miles. The Champion
shall be awarded the Calder Cup and a medal. The runner-up and third place rider shall be awarded
medals. These calculations to be in accordance with the BBAR
10.7The title of 'Junior Time Trial Champion shall be awarded to the member with the highest average
speed in any one year in two 10 mile ridden before the 18th birthday. The winner shall receive a medal.

10.8 The title 'Veteran Time Trial Champion' shall be awarded to the member who, being over 40 years
old has the best average speed over distances of 25, 50 and 100 miles with allowance for age. These
calculations to be in accordance with the VTTA. The winner shall receive the E.R.Jones trophy and
a medal. Medals shall also be awarded to the runner-up and third place rider.
10.9 The title of '50 Mile Time Trial Champion' shall be awarded to the Clarion rider recording the
fastest time in a 50 mile time trial designate by the National Committee. The winner shall receive
The Rylance, Linklater, Ogden Trophy and a medal.
10.10 The title 'Hill-Climb Champion' shall be awarded to the Clarion rider recording the fastest time
in the annual Clarion Hill-Climb Championship event. The winner shall receive The Joe Hoban Trophy
and a medal.

11. ROAD RACING

11.1 The title of Road Race Points Champion and a medal shall be awarded to the member who has
accrued the most British Cycling points in road and circuit races.
11.2 The title of Junior Road Race Points Champion and a medal shall be awarded to the member
who has accrued the most British Cycling points in road and circuit races.
11.3 The Skegness Trophy and a medal shall be awarded to the most meritorious Clarion rider
in a road or circuit race at the Annual Meet. The award to be decided by Judges and Commissaires.
11.4 The title Road Race Champion, the York Clarion Trophy and a medal shall be awarded to the
highest placed Clarion rider in the annual Clarion Road Race Championship event
11.5 The title Women's Road Race Champion and a medal shall be awarded to the highest placed
Clarion rider in the annual Clarion Road Race Championship event.
11.6 The title Veteran Road Race Champion and a medal shall be awarded to the highest placed
Clarion rider in the annual Clarion Road Race Championship event.
11.7 The title Junior Road Race Champion and a medal shall be awarded to the highest placed
Clarion rider in the annual Clarion Road Race Championship event.

12. TRACK RACING

12.1 The title of Omnium Champion shall be awarded to the member who wins the omnium to be run
in conjunction with the National Clarion Track Championship. The organiser of the track championship
will decide which events and the scoring methodology, which must be available before the
championships take place. The winner to be awarded a medal and hold the Dove Memorial
Trophy for one year.
12.2 The Czechoslovak Trophy shall be awarded to the winning team in a 4km pursuit event to be
held annually. The members of the winning team shall receive medals.
12.3 The 5 Mile Track Championship Trophy shall be awarded annually. The winner, second and
third shall receive medals.
12.4 The MacKay Pollock Track Sprint Trophy shall be awarded to the winner of the sprint at the
Clarion Track Championships. The winner shall receive a medal.
12.5 An Individual Pursuit Championship Trophy shall be awarded annually and retained for one year,
the winner shall receive a medal. The exact definition of heats and eligibility to compete shall be the
responsibility of the organisers of the Clarion Track Championship.
12.6 Junior Omnium: The Handforth Clarion Cup and medal shall be awarded for the highest points
total in three nominated events at the Clarion Track Championships.

13. CYCLO-CROSS

13.1 The title 'Cyclo-Cross Champion', shall be awarded to the highest placed Clarion rider in the
annual Clarion Cyclo-Cross Championships. The rider shall receive the Alf Taylor Memorial Cup
and medal. Medals shall also be awarded to first Senior, first Woman, first Veteran, first Junior,
first under 12 and first under 10

14. RACING COLOURS

14.1 The colours of The Clarion Cycling Club shall be red and yellow.
